Regional Ministers of the sixteen (16) Regions have signed the Local Government Service (LGS) Performance Contract with their Co-ordinating Directors for the year 2023.
On behalf of the Minister for Local Government Decentralisation and Rural Development (MLGDRD), the Deputy Minister, Hon. Osei Bonsu Amoah graced the programme as the Special Guest.
The Chief Director, Madam Felicia Dapaah of the Office of the Head of the Local Government Service (OHLGS) on behalf of the Head of Service said it is expedient to ensure local government units become accountable and ensure value for money services.
This she said necessitated the purpose of this programme which is to sensitise RMs and RCDs on areas covered under the 2023 Performance Contract as part of the Performance Management System(PMS) and to solicit inputs to finetune the indicators to finalise the Contract.
She appealed to the RMs and RCDs to take the PMS serious as a first step towards national development.
The Deputy Minister, Hon. Osei Bonsu Amoah in a brief address entreated both parties to the contract among other things to be keen on ensuring the success of the contract because it will serve as a benchmark for MMDAs to execute their contracts.
The Director, Management and Technical Services Directorate (MTSD) at OHLGS, Madam Lilian Baeka, led the presentation and discussion of the Key Performance Indicators (KPIs) of which clarifications were sought to better articulate the indicators for effective implementation.
The Western Regional Minister, Kwabena Okyere Darko-Mensah on behalf of the Regional Ministers lauded the OHLGS for their efforts in ensuring Performance is measured which is not just going to ensure performance administratively but economically.
On behalf of the RCDs, the RCD for Ashanti Region, Madam Emelia Botchway appreciated the challenges on the ground and was confifent that with the needed support from their respective Regional Ministers and other key Stakeholders, good results will be produced.
The Volta Regional Minister, Dr. Archibald Letsa who chaired the programme, stated in a brief remark that the success or failure of RMs depends on the RCDs.
In order words, the role of the RCDs is very relevant in good performance. He therefore charged the RMs to work hand-in-hand with the RCDs by giving them the necessary support for improved performance.
The programme was witnessed by representatives from other key Stakeholder Institutions including Care International (Ghana), Public Services Commission (PSC), Inter-Ministerial Coordinating Committee (IMCC), the Institute of Local Government Studies (ILGS) as well as Directors and other Senior Staff of the Office of the Head of Local Government Service.
